Ondanks sterke overeenkomsten in de geuite waarden en principes, verschillen de toeristische resultaten aanzienlijk. Op de sub-Antarctische eilanden van Nieuw-Zeeland\/Aotearoa vertalen duidelijke bezoekersdoelstellingen, vergunningssystemen, quota en een voorzorgsaanpak waarden effectief naar de praktijk, waardoor de diversificatie van het toerisme wordt beperkt. In tegenstelling hiermee zijn waarden en principes binnen het Antarctisch Verdragssysteem (ATS) vaak gebrekkig gekoppeld aan maatregelen voor bezoekersbeheer en worden ze inconsistent toegepast met beperkt toezicht, wat omstandigheden cre\u00ebert die de uitbreiding en diversificatie van toeristische activiteiten bevorderen. Waarden zijn geen zelfuitvoerende verplichtingen, maar krijgen betekenis door hun toepassing in de bestuurspraktijk.\n\nHoofdstuk 7 onderzoekt hoe Antarctica-experts de huidige toeristische activiteiten evalueren en de criteria die hun beslissingen sturen. Hoewel discussies in de Antarctic Treaty Consultative Meeting (ATCM) vooral de nadruk hebben gelegd op risicogebaseerde overwegingen, be\u00efnvloeden op waarden gebaseerde overwegingen ook de besluitvorming, zelfs als deze moeilijker te operationaliseren zijn. Voor de toekomst vereist het beheer van het Antarctische toerisme een verschuiving naar proactieve, waardegeori\u00ebnteerde benaderingen om de ontwikkeling nauwer af te stemmen op de principes van het ATS.","summary":"This dissertation examines Antarctic tourism diversification as a process with material, spatial, institutional, and normative implications. \n\nChapter 6 explores the relationship between values in policy documents and the visitor management strategies they support, using a comparison between Antarctica and the sub-Antarctic islands of New Zealand\/Aotearoa. Despite strong similarities in expressed values and principles, tourism outcomes differ substantially. In the sub-Antarctic islands of New Zealand\/Aotearoa, clear visitor objectives, permit systems, quotas, and a precautionary approach effectively translate values into practice, limiting tourism diversification. In contrast, within the Antarctic Treaty System (ATS), values and principles are often poorly linked to visitor management measures and applied inconsistently with limited oversight, creating conditions that favor the expansion and diversification of tourism activities. Values are not self-executing commitments but gain meaning through their application in governance practice.\n\nChapter 7 examines how Antarctic experts evaluate current tourism activities and the criteria guiding their decisions. While discussions in the Antarctic Treaty Consultative Meeting (ATCM) have primarily emphasized risk-based considerations, value-based considerations also influence decisions, even if they are harder to operationalize. An integrated pre-assessment framework is developed, combining value-driven and risk-based criteria to support a more proactive and coherent approach to assessing tourism activities.\n\nIn conclusion, the diversification of Antarctic tourism involves the gradual normalization of new forms of access and interaction, transforming both tourism practices and how the continent is experienced. These changes reinforce imaginaries of Antarctica as a place for exploration, consumption, or spectacle. Governance responses have often been reactive and fragmented, allowing developments to consolidate through practice rather than explicit collective decisions.
